UK Packaging PRO sets direction for EPR rollout

The UK’s new packaging compliance framework is entering a critical phase as the industry-backed Producer Responsibility Organisation (PRO) formally begins operations. Established to support the country’s Extended Producer Responsibility (EPR) system for packaging, the organisation is now setting out its initial priorities and operational direction.

Following its official formation, the PRO has focused first on establishing strong governance and leadership structures. This includes forming a board that represents a broad cross-section of the packaging value chain, ensuring balanced decision-making across manufacturers, retailers, recyclers, and compliance experts. The intention is to create a system that reflects real industry needs while remaining aligned with regulatory requirements.

At the same time, the organisation has begun working closely with PackUK, the government-appointed scheme administrator responsible for overseeing EPR implementation. Together, the two bodies are coordinating a phased transition of responsibilities. This gradual approach is designed to reduce disruption while ensuring that producers remain compliant as new rules come into force.

The EPR framework represents one of the most significant changes to UK packaging policy in decades. Under the system, businesses that place packaging on the market will take on greater financial and operational responsibility for managing its end-of-life impact. This includes covering the full costs of collection, recycling, and disposal, which were previously borne largely by local authorities.

Given the scale of this shift, one of the PRO’s immediate priorities is to build systems that can handle complex data reporting requirements. Producers must submit detailed information on the packaging they introduce to the market, including material types, formats, and volumes. Ensuring this data is accurate and consistent will be critical for calculating fees and incentivising more sustainable packaging design.

Another early focus is stakeholder engagement. The organisation is working to provide guidance, tools and support to businesses navigating the new system. This includes clarifying obligations, timelines, and reporting expectations, as well as helping companies understand how design choices will influence future costs under eco-modulated fee structures.

In parallel, the PRO is preparing to take on a wider operational role over time. As responsibilities are delegated from PackUK, the organisation is expected to manage aspects such as compliance coordination, data handling, and potentially financial flows within the system. This will require robust digital infrastructure and close collaboration across the supply chain.

The establishment of the PRO marks a transition from policy development to real-world delivery. For many businesses, the coming months will be about moving from awareness to action – embedding new processes, reviewing packaging portfolios and preparing for increased accountability.

While challenges remain, particularly around data accuracy and system readiness, the structured rollout offers an opportunity to build a more transparent and efficient packaging system. If successful, it could drive meaningful improvements in recycling rates, material choices, and overall sustainability performance across the UK packaging sector.
