Retailers get support package ahead of UK Deposit Return Scheme

Retailers across the UK are being offered targeted support as preparations accelerate for the introduction of the national Deposit Return Scheme (DRS), scheduled to launch in October 2027. The initiative, designed to significantly increase the collection and recycling of drinks containers, represents a major operational shift for stores of all sizes.

The organisation responsible for delivering the scheme has introduced a comprehensive support package aimed at helping retailers understand and implement their obligations. The initiative reflects growing recognition that successful rollout will depend heavily on retailer readiness, particularly given the practical challenges involved in handling returned containers.

One of the central elements of the support programme is financial assistance for smaller businesses. A dedicated funding pot has been established to help independent retailers invest in reverse vending machines (RVMs) – the automated systems that accept used containers and refund deposits to consumers. Grants are structured to reduce the upfront cost burden and make participation more accessible.

Alongside funding, retailers will receive detailed operational guidance covering everything from store layout considerations to staffing and logistics. Managing returned containers requires space, proper storage solutions and changes to day-to-day workflows. For many businesses, especially those with limited floor space, these adjustments can be significant.

To address these concerns, the scheme includes flexible participation options. Smaller retailers and those facing practical limitations – such as physical space constraints, building restrictions or limited access to utilities – may be eligible for exemptions. These exemptions aim to ensure the system remains workable while still maintaining sufficient return points for consumers.

In addition, a tiered return handling fee is being introduced to compensate retailers for the costs associated with collecting and storing containers. This fee structure is designed to reflect the varying levels of effort required depending on store size and return volumes, helping to offset ongoing operational costs.

Technology also plays a key role in the support package. New, compact reverse vending solutions are being developed specifically for smaller retail environments, enabling participation even in space-constrained locations. These systems aim to streamline the returns process while improving customer experience and efficiency.

The DRS is expected to have a wide-reaching impact beyond retail operations. It will influence packaging design, supply chains and consumer behaviour. Drinks producers will need to ensure their packaging meets scheme requirements, while retailers will act as the primary interface between consumers and the recycling system.

Industry collaboration has been central to shaping the support measures. Feedback from retailers has informed the development of funding models, exemption criteria and operational guidance, ensuring that the system is practical as well as effective.
